117This article examines the strategic role of hybrid and bottom-up territorial networks in fostering local development through the integration of cultural vocation and cooperative practices. Moving beyond the limitations of traditional «project-based» logic, the study explores how territories - comprising small municipalities, urban neighborhoods, and inland areas - can address contemporary socio-environmental fragilities by leveraging their unique genius loci as an invisible infrastructure. Hybrid networks are defined as collaborative systems where diverse actors, including public institutions, social cooperatives, and informal civic groups, overcome heterogeneous languages and powers to co-produce social value and innovation. Central to this process is the concept of cooperation, viewed both as a democratic legal model and a collective posture rooted in mutual responsibility. The analysis highlights how cultural identity serves as a «common language», facilitating the transition from mere governance to active co-production. Furthermore, the paper discusses the impact of these networks on the tourism sector, where integrated territorial products offer authentic experiences and mitigate risks such as overtourism through a community-based approach. Ultimately, the author advocates for long-term public policies and educational investments to sustain these generative ecosystems.
