592Social policies have always been functional to the political form and purposes assumed by the modern state throughout its history. In the current phase of profound crisis affecting both the idea and the functioning of post-war democratic systems, welfare appears to be (re)shifting its ideological role and, through counterintuitive and discriminatory solutions, with the consent of those who are able to fully exercise their political rights, tends in practice to modify its aims. At present, this does not imply a complete replacement. However, in a context of growing political unawareness regarding the role of social policies, this tendency is certainly significant and, above all, widespread: across the sectors and political–institutional levels involved; in terms of the practical consequences for the different actors concerned, whether public, private, or third-sector; and with regard to the various professional figures participating in these processes.
