687The article examines the evolution of Italian policies for people with disabilities, highlighting a persistent schizophrenia between advanced regulatory principles and their implementation in institutional practices. Traditionally based on an assistance-based model and the transfer of funds, Italian welfare is gradually shifting toward a rights-centred and inclusive approach, in line with the 2006 UN Convention on the Rights of Persons with Disabilities and the introduction of the bio-psycho-social model. Despite significant legislative progress, critical issues remain, such as regulatory fragmentation, marked regional disparities in service provision, and insufficient resources, which largely burden families. The analysis of data relating to residential social-assistance and social-healthcare facilities is proposed as a revealing element of the discrepancy between the legislative orientation in favor of territorial and local services and the persistence of large-scale facilities, which recall a more traditional and institutional model, in conflict with the principles of de-institutionalization.
