729This paper analyzes the implementation of Italian reforms on both school vocational guidance (Ministerial Decree 328/2022) and active labor market policies (Interministerial Decree of 5 November 2021), introduced within the framework of the National Recovery and Resilience Plan (PNRR). Ethnographic research was conducted in three Public Employment Services (CPI) and three high schools in the Campania region in 2024. The research observes the user–operator relationship in the implementation of digitized guidance tools, focusing on students and unemployed individuals of migratory background. The analysis is structured into three tasks (access, skills assessment, outcome) and highlights how the agency of street-level bureaucrats leads to adaptive practices that end up formalizing marginality rather than empowering. The promise of capability-oriented guidance thus turns into a performative action, shaped by reductive classifications, documentary constraints, and allocative automatisms. The article interprets these dynamics as an expression of a counterintuitive and discriminatory welfare state, in which measures aimed at inclusion ultimately select, subordinate, and hierarchize migrant subjects, reinforcing a governing rationality based on administrative compatibility rather than on the valorization of individual biographies.
