The essay examines issues concerning the division of competence in energy matters between the State and the Regions and the Abruzzo Regional Law no. 8 of 2022 with regard to Renewable Energy Communities, as well as a general survey of regional energy measures. The Constitutional Court ruled on the legitimacy of the regional law, making the Abruzzo regional experience a useful litmus test for the regional regulation on REC.
