The article analyses from an historical perspective the extent to which the Public Administration eventually became one of the most important institutional actors in the dynamics relating to interactions between the state and religious organizations. There are four points under consideration. The relationship between polity and administration; the role of Public Administration at the peripheral level. It is unclear what the author is trying to say here, the formation of the public administration.
