The relationship between individuals and public authorities has long been affected by profound and substantial changes that are gradually bringing it back, if not to a level playing field, certainly to a more balanced one, as has long been hoped for. In this process of change, which is still ongoing, a central and disruptive role is destined to be played, not necessarily with positive outcomes, by the increasingly widespread use of new technologies and artificial intelligence in the administrative decision-making process and in the provision by public administrations of new digital services to citizens. However, the use of algorithms in the relationship between public authorities and citizens is not neutral. The issues and critical points that need to be addressed are important and vary depending on the type of technology used and the activity carried out. With the aim of offering some reflections, without claiming to be exhaustive, on the effects that the use of new technologies has on administrative power and on the relationship between the latter and the governed, the work analyses two case studies chosen because of their diffusion and the great attention they are receiving from legal science and from public administrations themselves, especially local ones, interested in their use: facial recognition technology and blockchain.
