The paper proposes a reflection on the dynamics triggered by the bid and the designation of the title Italian Capital of Culture. The enhancement of the territory through a cultural label is a widely recognised strategy to foster the competitive development of cities in the global context. Examining a number of case studies, the article suggests focusing on the process involving urban actors, which, starting with the candidacy, can promote greater local participation in governance processes, enabling a broader decision-making base – also in the context of urban regeneration policies – and strengthen territorial identity . Some experiences highlight attempts to increase empowerment of local actors, which, if conducted effectively, can constitute reference models for extended governance, as recognised in both national and European recommendations.
