77Urban digital twins (Udts) offer significant cognitive support for enhanced evidence-based decision-making and informed stakeholder participation in urban governance. Despite their promising benefits, adopting Udts in public policy also introduces considerable risks, notably technological determinism, which could oversimplify complex socio-political dynamics. This article aims to offer a theoretical reflection on the governance of these technologies, drawing on literature from humanities and social sciences – including social constructionist perspectives and critical theories – and insights from the European Commission’s 2023 report, mapping Eu-based local digital twins providers and users. By critically discussing salient dimensions of development, social implications, and relevant European regulatory aspects (Gdpr, Data act, Ai act), the paper seeks to highlight essential elements for public administrations to foster transparent, inclusive, and ethically responsible digital governance practices and the democratization in the deployment and use of Udts.
