113The development of digital technology and the massive and heterogeneous amount of data available is fertile ground for implementing data management, analysis and simulation models for studying complex phenomena, such as urban environments. One such management and analysis model is the Digital twin (Dt). Dt models have always attracted interest from industry, especially in the manufacturing and aerospace sectors, which are among the first to apply these technologies. But with current developments in the digitisation of Public administrations (Pa) and the growing interest in the development of sustainable urban environments, there has been a growing interest on the part of public institutions in implementing Dt. This paper therefore follows and discusses three directions: the issue of defining a Dt model applied to urban contexts, the current state of the art for the implementation and management of such technologies in the context of Italian public institutions, and the study of the narratives produced by Pa. Therefore, we intend to develop a study of the application context, and the narratives developed in Italy by Pa interested in developing, or already developing, Dt, showing what the contribution of the social sciences can be to the implementation of Dt models. Although we are still at an embryonic stage in the application of these models, the social sciences should discuss and understand the applications of Dt to urban contexts. These systems also intervene in the digitisation of Pa and should be contextualised considering urban digital maturity, interoperability between public and private databases, and the digital and social divide, which can be decisive for phenomena of digital exclusion and participation.
