The essay deals with the idea of regional autonomy as political and not just administrative autonomy, in order to distinguish the political form of special autonomy from that of regional differentiation. The one is a constituent political form, the other constituted. But one and the other, although united by a negative and guaranteeing conception of autonomy and liberty, are compatible with the cooperative regionalism of the democratic social state form.
