The Italian Constitutional Court redefines the division of competences between the State and regional powers in the matter of building levies, assimilating the special powers of the PAT to the ordinary functions belonging to Regions. Furthermore, the Court has ruled that private ownership of housing shall not be financed with public resources, since general taxation includes people who cannot afford any construction activity.
