This essay examines the labour law policy developed during Giacomo Brodolini’s tenure as Minister of labour in 1969, focusing on the legislative construction of the Workers’ Statute. Drawing on archival sources and Bobbio’s concept of «process toward the goal» the analysis demon strates how Brodolini’s reformist approach integrated social conflict and institutional mediation. The essay analyses the work of the Ministerial Commission for the drafting of the Workers’ Statute, particularly regarding Article 19 on trade union representation. It reveals how the interplay between protective and promotional legislation shaped a distinctive model of labour law reform. This research highlights the interdependence between grassroots demands and top-down regulation as a defining feature of Italian socialist reformism in the late 1960s.
