100The community is an elusive social subject amid utopic statement of citizens’ participation in social and health policies and the actual risk of social fragmentation based on small groups isolation and failed attempts at a delusory self-reliance. All this notwithstanding the community still exerts a deep fascination on political and sociological thinking as the place where personal relations can combine individual needs with universal welfare. The community could then become an antidote to both the bureaucratic indifference of the welfare state and the lonely individualism of the self, a possible and effective compromise between the population general interests and individual rights. In this perspective the community would represent the opportunity for a radical transformation of the welfare state and an unexplored pathway to reconstitute a fruitful relationship among citizens and institutional bodies founding a new deal which could be able to keep together universalism, equity and justice.
