730The establishment of the Congregation for Divine Worship through the Apostolic Constitution "Sacra Rituum Congregatio" of 1969 represented a significant turning-point in the management of the liturgical reform launched by the Second Vatican Council. In fact, prior to the approval of the conciliar liturgical constitution, several proposals for its implementation had been evaluated. These proposals reflected differing ecclesiological perspectives, leading to different interpretations of the Council itself. It was at this juncture, with the support of Pope Paul VI, that the decision was made to create a non-curial body – the "Consilium" – which, in collaboration with the bishops’ conferences, would oversee the liturgical reform. However, as the late 1960s saw the papacy engaged in the early stages of normalizing Vatican II and its legacy, the original proposal for such a body became unfeasible. Consequently, the decision was made to establish a new curial dicastery to manage the reform.
