207The article aims to analyse the evolution of the governmental function ('funzione di governo') in the twenty-first century, focusing on the turning points of the recent Italian constitutional experience. The governmental function is a concept theorised during the authoritarian Fascist regime, now fully legitimised in the republican constitutional order, reshaped according to changing historical and institutional contingencies. The major crises of the first half of this century demonstrate the progressive "Europeanisation" of the function of government, which has contributed to the "presidentialisation" of the Italian form of government. Notwithstanding the growing instability of governments, the political and institutional dynamics demonstrate the increasing pre-eminence of the executive in the policy-making function. The growing verticalisation of government power is illustrated by the recent constitutional reform proposal, which envisages the direct election of the Prime Minister. The evolution from function to structure makes it all the more necessary to analyse the theoretical roots of the governmental function, embodied in pre-legal and social foundations.
