This article investigates the concept of deservingness as a fundamental mechanism in structuring welfare policies and social hierarchies. Deservingness is analyzed through its historical evolution and theoretical foundations, highlighting its role in defining inclusion and exclusion within welfare systems. Anchored in the CARIN model (Control, Attitude, Reciprocity, Identity, Need), the study examines how perceptions of deservingness are shaped by social, political, and cultural contexts. It explores the moral and disciplinary dimensions of deservingness, which are often used to justify selective and conditional access to welfare resources. By linking deservingness to neoliberal reforms and their focus on individual responsibility, the article sheds light on how this construct perpetuates stigma and legitimizes structural inequalities. The research contributes to the sociological understanding of deservingness as a multifaceted framework for analyzing poverty, inequality, and the evolving dynamics of the welfare state in contemporary societies.
