The paper is the result of a participatory research process carried out in 2022-2023, involving researchers from the University of Bologna and stakeholders from the welfare system of the Pianura est social and health district (Metropolitan City of Bologna). The research aimed to promote collective and institutional learning to support the redefinition of local welfare planning tools, in particular in the context of anti-poverty policies following the Covid-19 pandemic. Drawing on the concept of «poverty regimes» (Saraceno et al., 2022), the paper analyses the incidence and dynamics of poverty, correlations with structural factors and the role of institutions (public, private and family). The paper is structured as follows: the first section outlines the framework that shaped the fieldwork, focusing on the complex relationship between local social planning and knowledge production; the second section discusses methodological aspects related to the «local» adaptation of the analytical model of «poverty regimes»; the third section examines the main research findings, presenting hypotheses on the local specificity of poverty forms in the area studied. The paper concludes with forward-looking considerations on local anti-poverty policies.
