34This article examines the intimate connections between mobility and poverty in early modern Venice. Although reliant on migrants to support the economy and keep the city running, the Venetian authorities viewed the influx of mobile poor or their movement across Venetian territory with increasing suspicion in this period. Moving beyond institutional perspectives, this study adopts a 'ground-level' approach, supplementing governmental documents with sources like Inquisition records and popular literature to reveal how mobility was a critical, though often involuntary, survival strategy for the poor. It highlights the complex role of reception infrastructures and intermediaries, such as lodging housekeepers and ferrymen, in both accommodating and controlling the movements of needy people. The article provides new insights into the strategies, options, and constraints faced by the poor in a city caught between its economic reliance on migrants and its fear of them.
