142Government responses to the Covid-19 outbreak in 2020 varied widely, from flexible approaches to strict restrictions. This paper examines country-level policy heterogeneity, focusing on coordination within the G7 and ASEAN, and on cross-national divergence in fiscal support measures, including subsidies, tax deferrals, and liquidity schemes. Moreover, it incorporates two structural determinants: population aging and economic informality. Using a composite index of policy severity from the Oxford Covid-19 Government Response Tracker (2020-2022), the analysis documents pronounced differences in both containment and fiscal interventions, independent of geography or political alignment. Advanced economies with greater fiscal space implemented broad support packages, while emerging economies adopted more fragmented strategies constrained by structural limitations. The results have policy relevance: effective crisis governance requires international mechanisms capable of accommodating heterogeneous national capacities and aligning fiscal and health policies, thereby informing interdisciplinary discussions on building more resilient and equitable crisis management systems.
