425The paper addresses the question of whether and how enhancing the value of elderly people can contribute to the social sustainability of the ageing population in Italy. According to 2024 statistics, approximately 25% of the Italian population is 65 years of age or older and has a life expectancy of over 21 years. Assuming a retirement age of 65, this means that for the next 21 years, approximately a quarter of the Italian population expects to be supported by a pension and have access to public healthcare. Both expectations are undoubtedly legitimate, but given an uncertain increase in public resources and the presence of equally legitimate expectations from other segments of the population, particularly the younger generations, meeting them could pose significant strain on both pension and healthcare systems and on intergenerational relationships. The thesis put forward is that elderly people as well contribute to the social sustainability of their aging through forms of activation, courses of action, and modes of involvement in civic life that can generate added value and thus strengthen the legitimacy of their expectations. Exploring the plausibility of this thesis, the paper first focuses on the constrains and limitations arising from the differences existing among Italian older adults. It then turns its attention to the insights offered by several strands of literature that have addressed the issue of the sustainability of population aging from various perspectives. In particular, the paper focuses on the implications of active aging policies proposed by the most recent Italian legislation, namely Law 33/23 and Decree 29/24, and on the implications of the silver economy. Although for different reasons, seen in the light of these two strands of literature, the plausibility of the proposed thesis appears doubtful. Rather than abandon it, the paper concludes by suggesting that a more promising development might come from anchoring the thesis to a policy approach centered on civic activism.
