Special Economic Zones (SEZs) are economic policy instruments designed to stimulate growth and attract investment in underdeveloped areas through fiscal incentives and administrative simplifications. The literature suggests that the success of SEZs depends not only on the competitive advantages they offer but also on their integration with the local economy, institutional robustness, and alignment with broader development policies. The Italian experience highlighted structural limitations in the original eight SEZs, including fragmented governance and managerial inefficiencies, which prompted the establishment of the Single SEZ, conceived as a centralized and integrated strategic framework for the development of Southern Italy. Despite progress, critical issues remain: Court of Auditors Resolution No. 23/2025/CCC emphasizes the need for continuous monitoring of the impact of implemented measures, coupled with a more decisive effort to progressively implement administrative simplification and fiscal incentives, while ensuring the expected outcomes in terms of investment attraction and territorial development. The extension of the Single SEZ to include the Marche and Umbria regions further expands an already complex area, increasing the risk of bureaucratic overload and disparities in local administrative capacity. The reform that established the Department for the South represents a crucial step: the new entity absorbed the functions of the previous Mission Structure, centralizing competencies in programming, monitoring, and coordinating policies for Southern Italy. The aim is to provide more stable and strategic governance capable of effectively supporting the implementation of the Strategic Plan, reducing territorial asymmetries, and ensuring tangible impacts on investment and employment. This contribution examines the framework of the Single SEZ, focusing on the opportunities and uncertainties associated with this instrument, considering the most recent regulatory updates and institutional developments.
