Exogenous development strategies, based on attracting investment, have regained prominence in Southern Italy’s development policies. The success of the Single Economic Zone (SEZ) law, which is activating a considerable number of projects and resources in Southern Italy, confirms the centrality of this development strategy. In this context, in-depth studies on Southern Italy’s investment attractiveness are clearly needed. In general, the literature on foreign direct investment, attractiveness, and regional economic development is extensive, and several studies focus on Southern Italy. However, there is a lack of studies based on field surveys. In this paper, we aim to fill this gap by presenting an in-depth analysis of foreign direct investment in one of the least developed regions of the country and Southern Italy, Calabria. We use a mixed approach: on the one hand, a quantitative analysis of the most up-to-date official statistical information on FDI; on the other, a qualitative analysis based on the results of two case studies of foreign direct investment in Calabria, conducted through semi-structured direct interviews. The result is a mixed picture: alongside some strengths of Calabria’s attractiveness, such as its universities, several critical issues emerge, such as accessibility. These issues clearly require work to strengthen the southern regions’ ability to attract and retain investors, entrepreneurs, and talent.
